Politics in Canada New Harlem Productions Victim of Toronto Racism & Police Misconduct April 7th 2004 by Donne Michelle, New Harlem Productions The Toronto Hip Hop Cultural Arts Centre (THC) was the victim of vandalism and hate crimes late last night. Improper and unprofessional conduct by the police adds insult to injury On the evening of April 6, 2004, a vehicle parked behind the Toronto Hip Hop Cultural Arts Centre, registered to one of the associated companies, was vandalized. With the police still on the phone taking the report, a second assault on the storefront was committed. Several months earlier a similar incident ensued, including the car being vandalized, and the front window being smashed when a large piece of industrial metal was flung through it. These attacks appear to be racially and possibly politically motivated. The store front window of the Toronto Hip Hop Cultural Arts Centre displays a popular T-shirt which reads "George Bush is the Real Terrorist." The assailants in last nights attack were two white males, mid-thirties to forties, driving a green four door cavalier, with the plate AHLB-304. The attackers threw a rock and a barrage of paint balloons at the store, assaulted an employee and shouted "F--k you, ni**ers!." These are the latest in a series of attacks, which the police refuse to investigate as a series, instead considering them minor isolated incidents of vandalism and assault. They refused to look at the damage on the vehicle, even though there are clearly identifiable fingerprint that could be lifted to identify the assailants. The police refused to provide their names or badge numbers when asked. One of the officers’ uniforms indicated that his badge number was 2691, their car was 1105. The police asked the victims to word process their own statements about the incident. However, after returning to read the statements, the police officers refused to accept the statements, as they contained criticisms of the police handling of the matter. The police advised that they will return to collect the statements only if they victims "clean them up." Thus effectively, the police attempted to censure and edit the victims’ accounts of what happened. The police told the victims not to contact the media, and threatened that if they do contact the media about this matter, they will call off the investigation, and the detectives will not look into the matter any further. The police took an hour to respond, even though several cruisers drove by casually while the victims waited in front of the THC. Cruiser 1109 refused to stop when three men tried to waive them down. The Police station is literally one block away, around the corner. Ironically, almost every single night there is a police cruiser parked right out front of the THC, and in the exact spot where the assailants car was stopped during the attack. The prevalence of regular police presence is not an overstatement, but a fact that can be attested to by resident and business owners in the immediate area. After arriving on the scene, the officers were very brief, did not want to hear any unsolicited comments, and did not exit their vehicle to examine any of the damages. When they returned to give back the typed statements which they refused to accept, they told the victims that they did not have time to stay and discuss this case as they had much more important crimes to investigate. Officer 2691 said, "people are getting stabbed and shot, and we have to go deal with that right now." He continued to say, "do you know how many guys there are working this area right now? Only six." During this conversation, two other police cars pulled up to curiously see what was going on (for a total of six officers). This after, only a few hours ago, the victims could not get one police car to stop for them. Shortly after the attack, one of the employees got on his mountain bike, and was able to locate the vehicle driving in the area, yet the police, who had a number of vehicle patrolling the same area, and had an accurate description of the car and the exact plate, presumably did not begin looking for the car until it was far out of the area.
